I've done a lot of independent research into this topic, HAARP, and, in my view, as impossible or perplexing as this story sounds, this particular technology could potentially have adverse, controlled and random effects on the global environment. There's a lot of websites out there about this topic, a lot of documented cases, with information put forward by numerous prominent people 'in the know', about HAARP, its history, its potential, and how it's allegedly been used at previous times for less than honorable reasons and with devastating results. The information is out there, so if this topic interests you, or conversely you're skeptical and want to learn more to satisfy your own intellectuality, take some time to search for other relevant topic-centric documentation.

Recently, I came across a compilation of evidence that was put together and published. If you look at all of the patent filings and reports given, it's hard to not give the matter more thought.
